Montana Legislators to Act on Draft Bill Urging Congress to Repeal 17th AmendmentBy Article V Staff, January 19, 2003 A draft bill sponsored by Montana State Senator Jerry O'Neill will be introduced into the Montana Legislature early next week urging Congress to repeal the Seventeenth Amendment. Congress passed the Seventeenth Amendment in 1913, electing United States senators by popular vote, where previously they had been elected by the separate State houses. A repeal of the Seventeenth Amendment would return to the States their former representation in and control over all aspects of the government in Washington. Earlier attempts by Arizona and Utah to repeal the Seventeenth Amendment have been unsuccessful, but a strong concern for States' rights by organizations ranging from the Constitution Party to the Reagan 2000 internet web site has brought a a growing number of organizations and internet web sites to recommend the repeal of the amendment. Citizens are urged to make their opinions known to Montana and other state legislators, who have the power both to call for a Constitutional Convention to propose such an amendment and to ratify it by a 3/4 majority of state legislatures.
